Project Brief:

PRIMERA GOLF AND RESIDENCE LLC intends to add a new facility to Tbilisi Hills Golf & Residences, namely a Clubhouse for the golf course.

Tbilisi Hills Golf & Residences is a unique residential real estate project, which has no analogues in the residential real estate market in Caucasus region. Project covers 331 hectares of land able to host 10,000 residents. Portfolio includes exclusive land plots, private houses and premium class apartments with spectacular views from a bird's eye view, as well as a 18 hole European Top100 golf course.

Tbilisi Hills was developed by a team of professionals, who have created a lot of modern and respectable residential compounds in different countries of Europe. Only high-quality and eco-friendly building materials are used in construction.

The complex is located on a hill, which provides an amazing opportunity to enjoy panoramic views of Tbilisi and its surroundings, as well as Mount Kazbek and the Shavnabada Monastery.There are two roads that lead to the complex: one goes from Tbilisi district of Krtsanisi, and the other is the Rustavi highway. The center of Tbilisi can be reached in 15 minutes, Tbilisi International Airport in 30 minutes.

The pride of the project is a huge golf course with an area of ​​about 110 hectares. It fully complies with international standards and can host world-class competitions. Current facilities of the golf course include:

  • Golf Academy building
  • A golf-pro shop
  • Golf Cart staging area

Intent and Scope of works:

  • The purpose of this request for proposal is to facilitate selection of a suitable Architectural company (the Consultant).
  • Consultant shall act as lead designer and render architectural, structural, interior and MEP design services on the basis of approved facility mix of the building and design guidelines provided by the Client, as well as author’s supervision over the construction process.
  • All stages of provided services shall be approved by the Client prior to further elaboration.

Scope of Services:

PHASE I – SCHEMATIC DESIGN

During this phase The Consultant shall:

  • Attend a Kick-Off Meeting meet with the Owner to review Clients requirements and Concept Design;
  • Present other members of the Design Team, including interior and MEP designers
  • Prepare updated topographical and Geological surveys of the area
  • Develop a rendered site plan illustrating all buildings, vehicular ingress and egress, pedestrian circulation and amenities, plaza, and areas to be landscaped.
  • Prepare color renderings to illustrate the general massing and articulation of the building's exterior façade design.
  • Prepare typical floor plans levels at an appropriate scale
  • Prepare enlarged core plans, typical exterior elevations, typical diagrammatic building cross sections and typical wall section diagrams to define design intent.
  • Prepare preliminary finish schedules to depict floor, wall, and ceiling finishes for the Back-of the- House areas consistent with the Operator's standards.
  • Prepare area tabulations for net & gross building area calculations.
  • Prepare material sample boards of proposed building exterior façade to indicate the finishes and colors.
  • Coordinate the project with structural and mechanical engineers
  • Review the Schematic Design drawings with the Client and the Client's Quantity Surveyor for the purposes of establishing construction methods, project budget, and verifying construction schedule.
  • Provide information to other consultants for the preparation of the cost estimate.

 Schematic Design deliverables are to include:

  • Written description to describe the design intent.
  • Adjust Site Master Plan
  • Schematic floor plans for all areas
  • Reflected ceiling plans on all areas
  • Site drainage layout
  • Wall partition types
  • Stair sections and details
  • Door schedule
  • Room data schedule
  • Column and shear wall grid and overall coordinate system
  • Exterior façade elevations and details,
  • Preliminary transverse and longitudinal building sections, Scale 1:100
  • Preliminary Façade sections and studies
  • Codes and regulation compliance with all aspect of building components: Height, area, fire egress and evacuation
  • Computer generated images (CGI) of the project. (architecture)
  • Schematic Furniture Layout
  • Preliminary finish floor Pattern
  • Preliminary sanitary equipment schedule
  • Computer generated images (CGI) of all areas of the project. (interior)

Schematic Design for the MEP services shall include all disciplines:

  • Mechanical Services:
  • Electrical Services:
  • Plumbing Services:

All drawings should be coordinated with all disciplines and reflect all major components into design.

Consultant to obtain written approval from the Client before proceeding to the next stage.

PHASE II – DESIGN DEVELOPMENT:

Based on the Clients’ review, comments, and written approval of the Schematic Design documents and their authorization to proceed with Design Development for the Project, the Consultant shall:

  • Amend, update and develop the drawings and documents to accommodate the Client comments received on the approved Schematic Design documents.
  • Coordinate the continued input of the Interior, Structural and MEP Engineers into the Design Development drawings.
  • Work in close collaboration to conform the applicable local code requirements and to the completion of the Design Development Package in order to proceed with Construction Documents and any required submissions with governmental agencies for approvals.
  • Review the Design Development drawings with the Client and Quantity Surveyor for the purposes of finalizing construction techniques, Project Budget.
  • Further develop all approved systems and methodology already confirmed with the Client in all aspects of the project. Coordinate with all other disciplines as required.

Design Development deliverables are to include:

  • Written description to describe the design intent of the project (provide an update narrative)
  • Site Plan (Including walkways, roof level elevations, grading, planting areas, landscaping)
  • Floor of all levels including roof plans.
  • Reflected Ceiling of all levels (indicating lighting, levels any transfers and level differences)
  • Exterior elevations, plus details elevations of entries and special areas. Various scales
  • Railing details and types for Landscape, Staircases, Roof
  • Staircase details various scales
  • Window and exterior door schedule
  • Internal door schedule
  • Room data sheets on entire building
  • Roofing details
  • Transverse and longitudinal building sections
  • Exterior wall sections, plans, and typical details
  • Façade sections and details.
  • Outline Schedule of finishes for all areas.
  • Outline Ironmongery/hardware schedules for all areas.
  • Detailed fire life safety compliance
  • Disability compliance. Handicapped accessibility for Landscape.
  • Computer generated images (CGI) of the project. Update to reflect changes from schematic design to date.

At this stage final construction permit package should be provided including all documents required by Gardabani municipality for project approval.

Interior design:

  • Reflected Ceiling of all levels (indicating lighting, levels any transfers and level differences)
  • Material sample boards of proposed interior finishes and colors.
  • Internal door schedule
  • Outline sanitary-ware schedules.
  • Interior details, sample boards coordinated with Clients team. Various scales
  • Outline Schedule of finishes for all areas.
  • Outline Ironmongery/hardware schedules
  • Computer generated images (CGI) of all areas of the project. Update to reflect final changes
  • List of finishing materials & specifications
  • List of FF&E & specifications
  • List of internal lighting & lighting controls materials & specifications
  • Full specification list including all the components of the project
  • Typical profiles of additional fixed cabinet work and other joinery (millwork) items.
  • Co-ordinated general arrangement plans at an appropriate scale indicating and setting out floor and ceiling layouts, finishes, positions of low level electrics and the layout of the FF&E.
  • Typical elevations/sections of major areas and elements at the appropriate scale indicating the positions of visible electromechanical fittings.
  • Typical profiles for ceilings, mouldings and hard finishes as appropriate.
  • Typical profiles and details of door types, fixed cabinet work and other joinery (millwork) items.
  • Details of fixed decorative elements.

Detailed Design for the MEP services shall include but not be limited to the following:

  • Final design calculations for all MEPF systems.
  • Final and fully coordinated detailed design drawings of all infrastructure networks, including power distribution, potable water, street lighting, sewerage, etc.
  • MEP bill of quantities
  • All risers, shafts and equipment rooms sized and located on architectural plans.
  • Plumbing drawings showing mains and branches, location of risers, and schematic system diagrams.
  • HVAC drawings (double line) showing all equipment, supply, return and exhaust ductwork, location of risers and schematic system diagrams.
  • Power drawings showing panel locations, main distribution and schematic system diagrams.
  • Lighting drawings coordinated with architectural and mechanical drawings and shown on reflected ceiling plans.
  • CCTV installation design including associated surveillance equipment and alarms.
  • Background music installation design as required.
  • Security and access control installation design.
  • Fire protection and control design documentation including external hydrants and portable fire fighting equipment.
  • Television, video and audio-visual systems design.
  • Equipment room plans and required pad identification
  • Louvers located, sized and coordinated with architectural drawings.

Consultant to obtain written approval from The Client.

PHASE III – TENDER AND CONSTRUCTION DOCUMENTATION

During this phase The Consultant shall provide:

  • General coordination effort with Clients team
  • Any clarifications during the tender process
  • Any clarifications during the construction process
  • Any response to RFI received from contractors\participation in any drawing review requested by Client

Tender Documentation deliverables are to include:

  • Written description to describe the design intent of the project (provide an update narrative)
  • Site Plan (Including walkways, parking, roof level elevations, grading, planting areas, landscaping)
  • Floor of all levels including roof plans
  • Reflected Ceiling of all levels (indicating lighting, levels any transfers and level differences)
  • Floor finishes plans for BOH areas.
  • Exterior elevations, plus details elevations of entries and special areas. Various scales
  • Railing details and types for Landscape, Staircases, Roof
  • Staircase details. Various scales
  • Window and exterior door schedule
  • Room data sheets on entire building
  • Roofing details
  • Transverse and longitudinal building sections
  • Exterior wall sections, plans, and typical details
  • Façade sections and details.
  • Prepare further details as required to accurately describe the exterior elements of the architecture.
  • Detailed area schedules.
  • Outline Schedule of finishes for BOH areas.
  • Outline Ironmongery/hardware schedules for BOH areas
  • Detailed fire life safety compliance
  • Disability compliance. Handicapped accessibility for Landscape and Car parking.
  • Computer generated images (CGI) of the project. Update to reflect final changes
  • Final Logistics plans and Narrative
  • Final Waste management. Narrative and drawings.

Consultant to obtain written approval from The Client.

 PHASE IV – CONSTRUCTION SUPERVISION:

  • Scheduled site visits
  • Overseeing the compliance of the implementation with the project
  • Necessary additions to the project in connection with the revealed circumstances
  • Consultations on any general issues of the design project
  • Field supervision of fit-out & finished and FF&E installations
  • Update of all drawings and specifications from Design Development further updated and detailed in coordination with comments received from Client and Contractors.
  • Notify the Client of all the unapproved deviations from the interior design documentation.

PROPOSAL AND SUBMISSION:

EVALUATION STAGES

Evaluation and selection of Consultant shall be done in two stages:

  • Stage 1- Qualification Stage and
  • Stage 2 - Selection Stage

CONTENT AND STRUCTURE OF THE RFP RESPONSE PROPOSAL

Stage 1 – information to be supplied for qualification

  • Expression of interest
  • updated full presentation of the company with emphasis of relevant projects: to underline a) completed projects b) ongoing projects/assignments and c) size and organizational structure of the company
  • Brief information on the service providing team: roles and concise CVs
  • Information about planned subcontractors
  • Alternative Scope which you may believe could be more suitable for The Client (optional)

Stage 2 – Technical and Commercial information to be supplied

Technical Section

  • Detail scope with methodology and explanation of the execution of each phase
    - Information shall include responsibility matrix, information on site visits, meetings & workshops, communication and reporting rules;
  • Estimated Service timeline
  • Information on availability of professional indemnity and liability insurances

Commercial offer should fit following criteria:

  • Fee shall be in USD (incl. VAT)
  • Bidders are allowed to - in addition to the requested - submit alternative Scope’s quotation.
  • Any other meaningful information to be provided: for instance daily fees for additional consulting services and types of reimbursable expenses.
  • Foreign bidders should indicate any applicable tax and may refer to respective double taxation avoidance treaty with Georgia.

GENERAL NOTES, SELECTION CRITERIA:

  • The costs of preparing the proposal and of negotiating the future agreement, including any visit to the Client’s/ project’s site are not reimbursable
  • The Client is not bound to accept any of the proposals submitted
  • Language of the proposal shall be English
  • Validity of the proposal shall be 3 months
  • Language for formal deliverables shall be English
  • Day is a calendar day

OWNER’S MATERIALS:

In addition to the information provided in this RFP and the bidders will be provided by following annexes:

  • Annex A – Concept Design Presentation (architecture / interior)
  • Annex B – Area / facility schedule
  • Annex C – Preliminary Topographical map of the area
  • Photos of the area to be developed

The materials submitted by the Client to the participants are confidential and their access to third parties is prohibited.
