Tender Description:

Georgian Water and Power Ltd (GWP, ID 203826002) are inviting qualified bidders to participate in the Tender (to prepare Technical and Financial Proposals) for the following Consultancy Service: Development of Inspection and Repair project Mukhrani Tunnel and Technical Supervision.

1. Instruction to Bidders:

  • Bidder must request in writing Annex 1 of TOR and submit a signed NDA (non-disclosure agreement), which will be provided by Employer upon request.
  • BID (Technical and Financial proposal) must be submitted in line with the instructions provided within this tender package.
  • BID Submission Deadline: January 27, 2026, 15:00 (TBS)
  • For preparation and submission of Financial proposals, potential bidders must use only national currency (GEL). The proposed price must include all expenses and taxes (including VAT)
  • The bid validity period is 60 (thirty) calendar days from the date of submission of bids.
  • The Employer (Georgian Water and Power (GWP, ID 203826002)) reserves the right to set the deadline for the tender, change the terms of the tender or terminate the tender at any stage.
  • The Tender Committee of the Employer will identify the winner of the Tender by the criteria set in this document. Evaluation of the Proposals will be conducted for both parts of the proposal (Technical and Financial Proposals).
  • The Employer reserves the right to award the Contract based on experience, completion date, a guarantee of service, and other criteria, and not necessarily the lowest cost, at the same time, the Employer is not obliged to select a winner based on the lowest price;
  • The Employer is not obliged to disclose any information about the Evaluation process and Tender Committee’s decision and its details to the bidders.
  • The Employer (Georgian Water and Power LLC (GWP, ID 203826002)) reserves the right to verify any information received from bidders, as well as to obtain information about the bidder’s company or its activities. If it is confirmed that the information provided by the bidder is not true or falsified, the bidder will be disqualified.
  • Communication for clarification must be in a written manner and the online Q&A mode of the tenders.ge portal must be used;
  • Any oral inquiries for additional information are not accepted.
  • The Employer is not responsible for the information obtained from other sources.
  • For participation in the electronic tender, the Bidder must be registered on the website www.tenders.ge
  • Instructions for participation in electronic tender are presented on www.tenders.ge, in the attached file.
  • If none of the bidders participate in the Site visit (Revision and Inspection of the tunnel) organized and arranged by the Employer in the week of January 19-23, 2026, from 10 am till 17 pm, the Employer has the right to cancel the bidding process and/or not to consider proposals submitted by the bidders, which did not participate in the Site visit (revision and inspection of the tunnel). The exact date will be identified after the bidder’s request submitted to email (msilagadze@gwp.ge) to attend the Inspection of the Tunnel. The information will be shared to the all the bidders submitted respective request. 

2. Terms of Reference:

General:

The objective of this assignment is to carry out a comprehensive multidisciplinary assessment of the tunnel in order to:

  • Diagnose the current structural, geotechnical and hydraulic condition;
  • Identify root causes of observed damages;
  • Evaluate risks associated with continued operation;
  • Define immediate, short-term and long-term mitigation and rehabilitation measures.

Scope of works:

The site visit will be arranged for potential Bidders for helping them to:

  • Clarify the defects’ and damages’ types, locations and volumes;
  • Clarify priorities for Rehabilitation works to be conducted;
  • Clarify and identify volumes of the works to be performed. For this purpose, the Consultant must consider the Employer’s budget and the available timeline for works implementation;
  • Develop budgetary BoQ, according to the standards accepted in Georgia;
  • Develop the detailed Tender Documentation for Rehabilitation works;
  • After the preparation of the Rehabilitation Works Project, the Consultant will be in charge of the following tasks:
  • Provision of Technical Supervision, during the Rehabilitation works (methodology, technology and quality). If necessary, changing of priorities (works determined earlier) or /and make an operative decision together with Employer about adding additional, unforeseen works
  • Construction progress/work report, with full description. Preparation as-built drawings. preparation for other scopes of work.
  • The Bidder must obtain and maintain a Professional Indemnity Insurance policy for the entire duration of the project, including the implementation phase period. 

3. Format of the Bid and qualification criteria:

Bidder must confirm that he is not:

  • In the process of bankruptcy;
  • In the process of liquidation;
  • In a state of temporary suspension of activities. 

If one of the above-mentioned circumstances is relevant bidder will not have the right to participate in the bidding process.

The Technical and Financial Proposals submitted by the Bidder must be structured as per the below provided instructions, also all the presented requirement provided below will be used for the evaluation of the proposals

2) Qualifications and Experience

  • Bidder’s Background including history, organizational structure, number of employees, a summary of services provided
  • Similar Project Experience (developing of the rehabilitation projects designs for the tunnel rehabilitation works) – minimum three project descriptions including location, Employer, relevance to the current project. The employer has the right to request Bidder to submit copies of the contract, acceptance certificate and/or similar documents, for the Project presented under this clause.
  • References – minimum three references including company name, contact address, phone number and email addresses.
  • Proposed subcontractors (if applicable) including company name, description of the proposed role, and summary of qualifications.
  • Proposal outlining scope supply (include detailed descriptions of scope, deliverables, exclusions, conditions, stipulations and assumptions).
  • Project Management and Communication – Provide a description of the organization assigned to the project execution, number of people, roles and responsibilities and communication means, CVs of the key personnel (upon request)
  • Bidder must indicate each proposed person’s areas of expertise, and which person will have prime responsibility for various tasks or aspects of the Project. All Key Personnel must have significant and relevant experience in the area for which they are proposed to provide Services. TENDERER must indicate the local availability and time that each Key Personnel would be dedicated to this Project.
  • Service Provision Timeline – The working days required for service performance (in-home and at the site) the shortest possible timeline must be presented, as the timeline is one of the main criteria for evaluation of proposals.
  • Commercial Proposal outlining Bidder’s rates and prices for the performance of Scope of works of this tender package, together with payment terms
  • Together with the bid, the Bidder must submit a Certificate of Business Register verifying the Bidder is officially registered as Entrepreneur or Non-Commercial Legal Entity.
  • Signed Tender Application confirming that Bidder is agreeing to these tender conditions.
  • The signature of the authorized person and stamp of the company must confirm all documents and/or information submitted by the bidder.
  • The contractor must sign the contractor's management plan.  

4. Payment terms:

Payment will be made by consignment, within 30 (thirty) calendar days from the provision of non-cash payment services and the signing of the relevant acceptance certificate and/confirmation of the consignment note. In case of submitting a bank guarantee, it is possible to issue, a 20-25% advance payment 

5. Signing a contract: 

After evaluation of the proposals Employer will provide the draft Contract for Service to the most suitable Bidder. If the agreement with Bidder could not be established about the terms and conditions of the contract, Employers has the right to continue negotiations with the second Bidder identified as the most suitable. 

6. Safety Regulations:

Bidder must confirm within the BID its agreement for all of Bidder’s workforce and sub-contractors to participate and comply with the Employer’s on-site safety orientation and requirements and all legal regulations of Georgia as applicable. The contracted Bidder/Supplier is obliged to provide his employees and meet with the Health and Safety corresponding standards and norms, to be met during relevant activities conducted on the Employer’s site for fulfilment of services.

7. Confidentiality:

All documents, specifications, plans, drawings and attachments of this Tender are the property of the Employer. Bidders are not allowed to pass/transmit/distribute these to any third parties or use these for any purpose except for the preparation of this bid.

All documents issued and information given to the Bidders shall be treated as confidential and both the Employer and the Bidders are responsible for this confidentiality.
