Tender Description:

On behalf of the Federal Government of Germany, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is active in the development of German-Georgian cooperation.

We intend to award a contract to a locally registered company for the following services:

Production of videos about CESL financed projects

Please see the attached Terms of Reference (Annex 1) for detailed information.

Should you be interested in implementing the tasks according to the Terms of Reference (Annex 1), we request you to submit a bid via email to arrive at the GIZ no later than 03.03.2024 23:59 o’clock.

The offer shall be submitted in English.

Offers submitted after the submission deadline will not be considered.

Bids must be submitted in GEL (national currency), bids in other currencies will not be accepted.

Please consider that, since May 2013 according to the Art. 172, para. 5 of the Tax Code of Georgia GIZ enjoys tax exemption. (VAT, excise duty, import tax). Thus, the offered price should not include the given taxes, and this should be indicated in the offer.

You are requested to comply with the following requirements when submitting offers electronically: 

  • Bids must be submitted in PDF-format.
  • The financial and technical offer must be saved in separate PDF files. The files should be named as follows: 1. Technical offer; 2. Financial offer.
  • Following tender number must be indicated in the subject line of the e-mail: 83459923. Otherwise, your bid can not be identified.
  • Any bids that are submitted to other GIZ email accounts will be excluded from the contract award procedure.
  • The size of emails for quotation is limited to 20 MB. In case the offer exceeds the maximum data size, offer documents must be sent via following website: https://filetransfer.giz.de/Start?2 . GIZ accepts only this specific file transfer solution for submission of documents exceeding the default mail size.
  • GIZ is not responsible for the failure of electronic delivery of e-mail messages to the address provided, either for technological problems on the part of GIZ or the candidate.

Submitted proposals should be signed by the tenderer.

In case of violation of the rules, your offer cannot be discussed.

The evaluation of the offers is scheduled to be completed by 11.03.2024. We will then contact only the selected candidate as soon as possible.

General scheme of bid evaluation:

  • The offers received will be evaluated according to both prices and content.
  • After the technical evaluation (cf. Assessment Grid, Annex 2), the price offers of bidders will be opened and evaluated.
  • The expenses that are made in accordance with the Terms of Reference must be clearly and detailed shown in the price offer.

In the final overall assessment, the technical offer has a weighting of 70%, the price offer of 30%.  

After that, the companies are given a ranking number based on the evaluation results. Contract negotiations will be initiated with the candidate with the best scores. If the negotiations are unsuccessful, negotiations will be conducted with the candidate in 2nd place.

Assessment Grid for the Technical Evaluation of Bids:

  • The technical offers should respond to the information given in Annex 1 (Terms of Reference). The technical offer may not include any price information.
  • Criteria for the evaluation of technical offer are divided according to the predetermined weight coefficient. (See Annex 2).

General Conditions of Contract:

Please familiarize yourself with General Terms and Conditions of Contract (Annex 3). In the event of an award of contract, they will become an integral part of the contract.

1. Is it permissible for an independent entrepreneur to participate in the tender along with a team or staff? It has to be company, officially registered in Georgia. 2. If an entrepreneur is ineligible to participate, would the resume of the founder of the company be considered as the experience of the company? Experience of the founder of the company is important, but if company was founded recently and there are no records of Tax payment or any work related activities it would reduce points during the decision making. 3. How is the payment for the winning company in the tender structured? Is the amount paid in installments based on the work done, upon delivery of the final product, or in advance? There might be advance payment for the transportation and accommodation expenses. 4. Should videos be shot during a specific season, a particular event, or in a particular order? Are all video submissions done at the same time or sequentially? Preferably videos should be shot not in the wintertime, to make nice images. It can be shot whenever a project is finished; it will be discussed with the contractor. In general, there is no order or shots, in some cases there might be done by region. 5. Is the fifteen-minute-long video created/edited combining together with the rest of the short videos, or should it be shot absolutely separately, having no connection to other videos? Yes, The fifteen-minute-long video is created/edited combining together with the rest of the short video materials. 6. How do we confirm knowledge of languages (Georgian and English)? Are language proficiency certificates or assessments required? If Georgian or English is mother-tong one doesn’t need to provide any certificate for this language. In other cases, any internationally identified language certificate would be fine. Or, working in international organizations. 7. Could you provide a rough idea of the budget for the project outlined in the tender? No, it should be provided by the applicant company.

Hello dear, 1. Some of the project descriptions included depicting before and after states of the projects (more specifically, a 12-15 minute video, Dedoplistskaro Local Lore Museum, Akhmeta Bakhtrioni Park, Samtredia Rioni Ferry) and working process versus finished version of the project (more specifically, Tkibuli Tsutskhvati Cave, Chiatura Via Ferrata). We would like to know how to approach the planning part when it comes to shooting at these locations to optimize production resources and costs. We would also like to know if the projects requiring shots of the working process (Tkibuli Tsutskhvati Cave, Chiatura Via Ferrata) will be conducted during the same period, as these are close locations and we would like to shoot them simultaneously. Additionally, we would like to know the available dates for shooting before and after scenes. 2. Do we need to plan for shooting talking heads, interviews, or voiceovers to enhance the storytelling aspect of the narrative, or are we strictly planning for visual storytelling? 3. The tender files describe a section regarding music creation. Is original music creation the only approach permitted for the audio aspect of the videos? Alternatively, can we utilize stock music? If so, we would appreciate clarification on the usage platforms for the videos to ascertain the usage rights and copyright prices for the stock music files. Kind Regards, Keti

Thank you for your questions! Some of the projects aren’t started yet, some are in the planning and implementation process. So, it is hard to optimize production days. Most of the projects which are mentioned in our list will be finished in 2024, but some of them will go till May 2025, so one must take it into consideration.It is better to count separately each location on overage days which it might take. Of course, we will let know our contractor when it comes to shots of the working process for Via Ferrata and Tsutskhvati cave, yet, we don’t know if it will be at the same time or not. Shooting before scenes is available anytime in good weather, and later when the project will be finished will be shooting for the completed version of it. It doesn’t involve interviews only visual storytelling. Regarding the music, since we are asking for one 12–15-minute video and short 1-2 minute videos for each location, decision was made to create a music for this projects and not using music from the stock. Usage copy rights are important of course.
