Tender Description:
On behalf of the Federal Government of Germany, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is active in the development of German-Georgian cooperation.
We intend to award a contract to a locally registered company for the following services: „ Data collection for cost-benefit analysis of four adaptation policy scenarios. Data collected must be compatible with e3.ge model, templates will be provided.”
Please see the attached Terms of Reference (Annex 1) for detailed information.
Should you be interested in implementing the tasks according to the Terms of Reference (Annex 1), we request you to submit a bid via e- mail to arrive at the GIZ no later than 16.07.2024 23:59.

The offer shall be submitted in English.
Offers submitted after the submission deadline will not be considered. Bids must be submitted in GEL, bids in other currencies will not be accepted.
Please consider that, since May 2013 according to the Art. 172, para. 5 of the Tax Code of Georgia GIZ enjoys tax exemption. (VAT, excise duty, import tax). Thus, the offered price should not include the given taxes, and this should be indicated in the offer.
You are requested to comply with the following requirements when submitting offers electronically:
- Bids must be submitted in PDF-format.
- The financial and technical offer must be saved in separate PDF files. The files should be named as follows: 1. Technical offer; 2. Financial offer
- Following tender number must be indicated in the subject line of the e-mail: 83468061. Otherwise, your bid can not be identified.

The evaluation of the offers is scheduled to be completed by 19.07.2024. We will then contact only the selected candidate as soon as possible.
General scheme of bid evaluation:
The offers received will be evaluated according to both prices and content.
After the technical evaluation (cf. Assessment Grid, Annex 2), the price offers of the bidders who have presented acceptable technical offers will be opened and evaluated.
The expenses that are made in accordance with the Terms of Reference must be clearly and detailed shown in the price offer.
In the final overall assessment, the technical offer has a weighting of 70%, the price offer of 30%
After that, the bidders are given a ranking number based on the evaluation results. Contract negotiations will be initiated with the candidate with the best scores. If the negotiations are unsuccessful, negotiations will be conducted with the candidate in the 2nd place.
Assessment Grid for the Technical Evaluation of Bids:
The technical offers should respond to the information given in Annex 1 (Terms of Reference). The technical offer may not include any price information.
Criteria for the evaluation of technical offer are divided according to the predetermined weight coefficient. (See Annex 2).

Dear GIZ representatives. Could you please clarify whether the assignment includes preparing the Cost-Benefit Assessment (CBA) by the contractor or if the contractor only has to support conducting CBA through providing the necessary data and recommendations?
Thank you for your question. The contractor is required to collect necessary data and conduct the CBA. GIZ and service partners will share a non-exhaustive list of data sources, but the consultant is required to explore additional relevant data sources.
Dear GIZ representatives. We have some additional questions about the financial offer of the project. In the provided file “Annex 4 Price Schedule” you have assigned 10 working days for Team Lead, 12 days for Expert 1 and 12 days for Expert 2. We wonder if we can modify these days. Considering the timeline of the project and the tasks of the assignment, we think the number of days needs to be changed. Also, in the same file, you have options for other “Experts”. Can you specify if we can add other experts (except those 2, mentioned above) or if this list is just for illustration? Thanks again.
Thank you for your question. It is not possible to increase the days. It is possible for the contractor to subcontract additional experts without any additional charges to GIZ, if needed.
Dear GIZ representatives. We express our interest in applying for the tender „Data collection for cost-benefit analysis of four adaptation policy scenarios. Data collected must be compatible with e3.ge model, templates will be provided“. Although, some issues in the Terms of Reference (ToR) need to be specified and we kindly ask you to clarify them to us. Our main concern is about the scope of work as it is described generally in the beginning part of „Scope of the assignment“ (pages 4-5) and then broken down to work packages (WP1, WP2, WP3, WP4) (pages 5-6). According to ToR, the timeline of this assignment is five months (period of assignment from 15.07.2024 to 31.12.2024). So, taking into consideration the description of activities, the project’s timeline is quite short and that’s why we think the required information (tasks to be performed) needs to be as specified as possible. In particular, we have the following questions: 1. On page 4 you write that project’s key activities include „Collection and consolidation of data and additional information related to selected climate change adaptation measures...“. What do you mean in „additional information“? We think this needs to be more clearly explained here. 2. In the same part you write that project’s key activities also include „Provision of reports and specific information that can be used for related deliverables...“. What do you mean in „spceific information that can be used for related deliverables“? 3. In the same part you write that project’s key activities also include „Identify impacts of selected climate change adaptation measures for future climate change scenarios (e.g., SSP1, SSP2, SSP5) and provide quantified information“. What kind of impacts (economic, financial, social, gender, cultural, etc..) do you mean? Additionally, you say here about future climate change scenarios „e.g., SSP1, SSP2, SSP5“. According to Intergovernmental Panel on Climate Change (IPCC), „the five Shared Socio-economic Pathways (SSP1 to SSP5) were designed to span a range of challenges to climate change mitigation and adaptation“. We think it would be better if the scenarios were specified here, which scenarios should the contractor analyze (as there are 5 different scenarios) and what kind of impacts should be analyzed. 4. In the end of page 4, there are a list of various aspects, that, as you say, „can be included in the CBAs after consultation with GIZ“. The aspects are numerous and various. For example, „adoption of climate smart / efficient technologies“; „design of climate-friendly infrastructure projects“ etc. We believe particularly these two belong to different tasks, not related to the assigment. Can you clarify what you mean here? 5. On page 5 in the WP1 you write that „consult with other consultants hired by GIZ“. According to ToR, the Project team should consist of Team Leader and Expert 1 , Expert 2. Can you specify which „other consultants“ you mean here? Do you mean consultants in addition to the mentioned 3 Key Personnel of the Project? 6. On page 3 you write that „more information on e3.ge model and the modelling results for Georgia can be found here“, but there is no link or additional information about this model. Can you please include the information here? 7. In relation to previous question and e3.ge model, on page 5 you wirte that „The CBA outputs are the inputs for the macroeconomic model developed by GIZ and therefore, need to be structured accordingly“. Please, can you tell us if working in e3.ge model is the task of the assignment or the contractor (team leader and experts) is only responsible for collecting data and genereate CBA outputs and then (out of this assignment) they will be included as inputs in e3.ge model? Please, specify. 8. On page 6, in WP4, you write about the deliverables of the Project: 1. Report for data provision; 2. Provision of a draft report based on comments from GIZ; 3. the excel-based summary of impacts of climate change; 4. the excel-based CBA calculations; 5. final assessment report with about 10 pages of written text. So, these are five different deliverables and they should be delivered separately as we understand. Is that correct? Also, you say that final assessment should be 10 pages long. Is that correct? Specific information, among others, refers to information that you come across during your work that you deem relevant to the overall task. 3.The task requires the development of two specified policy scenarios and two unspecified policy scenarios. For those two unspecified scenarios we provided a non-exhaustive aspects that might be relevant, which includes climate-smart/efficient technologies 4.GIZ hired international consultants, who are part of the project. This sentence refers to the international consultants. 5. The task of the contractor is to collect data and conduct Cost-Benefit Analysis. These outputs will be used as inputs for the e3.ge model. This integration into the e3.ge model is not the task of the contractor. 7.Thank you for your question. Yes, that is correct. 8.Yes, that is correct. 9.The final assessment should cover, among others, the approach of colleting the data, relevant data sources, findings from the CBA and explanation of the CBA for all four adaptation measures.
