Tender Description:

The Tbilisi Hills Commercial Building project includes a grocery store with dedicated storage and back-of-house areas on the first floor, a café, and leasable commercial space on the upper level. The existing building design does not meet current requirements and must be redesigned based on an updated and reduced area program and preliminary layouts. The selected design team will be responsible for full architectural, structural, and MEP (mechanical, electrical, plumbing) redesign.

1. Project Scope

1.1. Architectural Redesign

  • Refine and develop updated architectural concept based on new area requirements and preliminary layouts.
  • Optimize space utilization for the grocery store, storage, back-of-house, café, and leasable commercial areas.
  • Ensure compliance with local building codes, accessibility standards, and operator requirements.
  • Integrate functional, aesthetic, and branding needs for the commercial and public spaces.
  • Provide updated façade design in harmony with Tbilisi Hills standards and local context.
  • Propose materials and finishes suitable for intended uses and operational durability.

1.2. Structural Engineering

  • Review and adapt structural systems to suit the revised architectural layouts and reduced building size.
  • Coordinate with architectural team to ensure optimal column placement and floor spans.
  • Verify compliance with Georgian seismic, wind, and structural safety codes.
  • Prepare all necessary calculations and structural details for permit and construction stages.

1.3. MEP Engineering 

  • Redesign MEP systems based on the revised space planning and new area allocations.
  • Ensure HVAC, lighting, power, water supply, drainage, fire protection, and other systems meet regulatory and operator requirements.
  • Optimize energy efficiency and maintenance accessibility. 

2. Deliverables

The following deliverables must be provided as part of the redesign service:

A. Preliminary Stage

Kick-off and Validation:

  • Site visit, survey verification, and review of existing documentation.
  • Project inception report confirming understanding of the brief and timeline.

Conceptual Design:

  • Conceptual architectural layouts for all floors (PDF and CAD).
  • 3D massing and key perspectives/renderings illustrating design intent.
  • Preliminary façade concepts and material palette.

Coordination Meeting:

Workshop with client and store operator to validate design direction.

B. Schematic Design Stage

1. Architectural SD Package:

  • Floor plans, sections, elevations.
  • Key interior layouts for the grocery, café, and public spaces.
  • Area schedule and compliance with revised program.
  • Refined 3D visualizations.

2. Structural SD Package:

  • Structural layout plans, preliminary sections, and framing proposals.
  • Outline structural calculations.

3. MEP SD Package:

  • HVAC, electrical, and plumbing layout plans (schematic).
  • Equipment schedules and main routing diagrams.

C. Permit Documentation Deliverables

  • Full set of permit-ready drawings for all disciplines (architecture, structure, and MEP) according to local regulatory requirements.
  • Architectural plans, sections, and elevations with all dimensions and key technical information.
  • Structural drawings, layouts, and calculations required for permit submission.
  • MEP drawings (HVAC, electrical, plumbing, fire protection) meeting permit authority standards.
  • Technical specifications and descriptions for all systems and materials as required by authorities.
  • Bill of quantities.
  • All documentation submitted in both PDF and editable format (CAD/Revit/BIM). 

D. Design Development (DD) Stage

1. Architectural DD Package:

  • Detailed floor plans, sections, elevations.
  • Refined material selections, door/window schedules.
  • Outline interior design proposals (if required).

2. Structural DD Package:

  • Detailed structural plans, sections, and details.
  • Updated structural calculations.

3. MEP DD Package:

  • Coordinated MEP plans, sections, and equipment schedules.
  • Preliminary system specifications and coordination drawings.

E. Construction and Tender Documentation Deliverables

  • Complete set of construction drawings for architecture, structure, and MEP suitable for contractor use.
  • Detailed floor plans, sections, elevations, and enlarged details for all key building areas.
  • Construction-level structural plans, sections, details, and updated structural calculations.
  • Fully coordinated MEP construction drawings with final equipment schedules, installation details, and system layouts.
  • Comprehensive technical specifications for all building elements and systems.
  • Final bill of quantities and schedules of finishes, doors, windows, and equipment.
  • All documentation submitted in both PDF and editable format (CAD/Revit/BIM).
  • All deliverables prepared in Georgian (and/or English, as requested).
  • Responses to technical queries from contractors during tendering phase.
  • Participation in tender clarification meetings (if needed).

Submission Requirements

  • All drawings in both PDF and editable CAD/Revit/BIM format.
  • Written reports and calculations in PDF.
  • Renderings and visuals in high-resolution JPEG/PNG.
  • Regular presentations as per project milestones.

Qualification of bidders:

Bidder shall be company with the proof record of minimum 5 years’ experience in design works. 

The tender proposal shall contain the following information:

  • Company name, identification code, legal and actual address, official e-mail;
  • Name of at least 2 (two) contact persons, indicating their contact telephone number, e-mail address, and position within the company;
  • A certificate from the LEPL Revenue Service that bidder has fulfilled all obligations and has no debt to the state budget;
  • Payment terms, incl advance % if any
  • Execution time for all stages.
  • Price roposal for all requested stages.
  • A list of earlier performed projects with the brief description of provided services, indication of total price;
  • Designer`s portfolio
  • Copies or originals of Recommendation letters from two different clients issued over the past three years.
  • Information/CV/Portfolio of key personnel who will be involved in design process.

All provided documentation should be in English

Proposal:

  • Tender documents shall be submitted no later than 11 of July, 2025, at 18.00 (Georgian time)
  • Tender documents shall be submitted in hard copy (1 copy) and electronically (hard disc). 
  • Tender documents shall be delivered in a sealed envelope and approved with a signature at Tbilisi Hills head office. 
  • A hard copy of the bidding documents shall be certified with the signature of the director of the company and the seal of the company (if any).
  • The proposal shall be valid and binding for Contractor for 180 calendar days from the date of submission.
