Tender Description:

We intend to award a contract to a locally registered company for the services/works described in the enclosed procurement documents.

  • Estimated budget 1.266.100,00 GEL. This is an approximation and actual financial offers may vary.
  • Please submit your self-declaration of eligibility using the designated form and your technical and financial bids by 07.08.2026 23:59  in English only to ge_quotation@giz.de
  • The email subject line should be in the form of: Transaction no. - 7000016897
  • Details of our submission requirements are explained in the enclosed terms and conditions for application. Tenders which are submitted after the deadline, or which do not comply with the terms and conditions for application, will not be considered.
  • By submitting your tender, you accept GIZ’s General Terms and Conditions of Contract (in the currently valid version).
  • Please note that this is a public invitation to tender so there will be no negotiations.
  • Please note that when you submit a tender, it remains binding until the expiry of the deadline. The contract will come into force when GIZ issues the contract award notice within the deadline.

The tender documents listed below must be submitted in full and as separate documents:

  • Completed self-declaration and annexes
  • Financial bid in the format provided (price schedule)
  • Technical bid, including an up-to-date curriculum vitae (CV) for each expert and concept

When preparing the financial bid, you must adhere to the requirements of the specification of inputs as set out in the Terms of Reference. The tenders received will be subject to a technical evaluation based on the CV and the concept in accordance with the technical assessment grid (see annex). Only tenders that score over 500 points in the technical evaluation will be accepted for the financial evaluation. Technical bids that fail to reach this cut-off point will be regarded as unsuitable.

The technical bid is weighted at 70% and the financial bid at 30%.

Please attach the ‘Declaration by candidate/bidding consortium’ (consortium declaration) signed by all members. (If the bid is submitted by a consortium.)

Please also submit the annex ‘Data processing services pursuant to Article 28 EU GDPR and technical and organisational measures’.

Dear Sir/Madam, We would appreciate your clarification on the following points regarding the tender: 1. The invitation letter states an estimated budget of GEL 1,266,100 and notes that actual financial offers may vary. Could you please confirm whether this estimate is inclusive of the budget lines earmarked in the ToRs and pre-structured in Annex 6 (Price Schedule), namely GEL 542,500 for subcontracting under Section 4 – Other Costs (ToR section 5.8), GEL 50,000 for the flexible remuneration item (ToR section 5.9), and GEL 30,000 for workshops (ToR section 5.6)? Or does the estimate refer only to expert fees and travel expenses? 2. Please confirm whether financial offers exceeding the estimated budget of GEL 1,266,100 are admissible and will be evaluated under the 30% financial weighting, or whether the estimated budget constitutes a ceiling above which offers will be excluded. 3. If the estimated budget is inclusive of the earmarked amounts above (GEL 622,500 in total), the remainder available for expert fees and travel is approximately GEL 643,600. Spread across the 1,570 expert days prescribed in ToR section 5.1, this implies an average daily fee of roughly GEL 380–400 before travel costs, which is considerably below prevailing market rates for senior experts in Georgia. We note that ToR section 5 requires tenderers not to deviate from the specified inputs. In light of this, would GIZ consider either (a) permitting tenderers to propose an adjusted number or allocation of expert days in their offers, (b) revising the number of expert days specified in ToR section 5.1, or (c) confirming that the estimated budget is indicative only and that offers exceeding it remain fully admissible and competitive? Response to Question 1 The estimated budget of GEL 1,266,100 includes cost items specified in the Terms of Reference (ToR) and reflected in Annex 6 (Price Schedule). These include: GEL 542,500 for subcontracting activities (ToR Section 5.8 – Other Costs); GEL 50,000 for the flexible remuneration item (ToR Section 5.9); GEL 30,000 for workshops (ToR Section 5.6). Therefore, bidders should consider these amounts as already included within the total estimated budget of GEL 1,266,100. Response to Question 2 Bidders may submit financial offers exceeding the estimated budget of GEL 1,266,100. Such offers will not be automatically excluded and will be evaluated according to the evaluation criteria specified in the tender documents, including the 30% weighting assigned to the financial offer. Response to Question 3 Bidders are required to prepare their technical and financial offers in accordance with the requirements and specifications provided in the tender documents. The proposed resources, including the number and distribution of expert days, should be aligned with the requirements defined in the Terms of Reference.

Dear Sir/Madam, We would appreciate your clarification on the following points regarding the tender: 1. Could you please clarify whether it is acceptable to propose two experts for a single key expert position? In such a case, the total number of expert days allocated to the position would remain exactly as specified in Annex 6, with the days shared between the two experts. Collectively, the proposed experts would meet the qualification requirements for the position. Given the multidisciplinary nature of the assignment, we believe that, for certain positions, this approach would provide a more appropriate combination of expertise. For example, in our case, the Creative Director and Art Director are two separate experts. Would it be acceptable to separate these roles? 2. Key Expert 5 (Energy Expert): The task "conduct express energy audits when necessary" and the requirement for 3 years' experience in energy efficiency, auditing or technical advisory services appear in the qualifications, but the work packages do not reference express energy audits as a required deliverable or tool. Combining research/technical-advisory capability with hands-on energy-auditing capability in a single individual is difficult in this market. Could you please clarify: a) May this position be covered by two experts sharing these responsibilities, both counting under the key expert role? b) Given that the ToR specifies express (not in-depth) audits with no detailed EE testing, would substantial experience in the energy sector and EE-stove-related work satisfy the auditing/advisory experience requirement? 3. Could you please clarify whether the scope of the Seasonal Outdoor Visibility Plan includes the placement and installation of the outdoor visibility materials, or whether the assignment is limited to the development of the plan and production of the materials? 4. The ToR indicate that Key Expert 1 and Key Expert 2 should be two separate individuals. However, several of their responsibilities and qualification requirements appear to overlap, making it difficult to clearly differentiate the two roles. Could you please clarify whether bidders may allocate and align the responsibilities of the two experts according to their proposed team structure, provided that all required tasks are covered and the combined qualifications and expertise fully meet the requirements set out in the ToR? Answer to Question 1>>>>>>>-For optimal project execution, the candidate should be a hands-on Art Director capable of fulfilling Creative Director responsibilities if it’s required. Primary focus will be directing creative initiatives and leading multidisciplinary teams comprising graphic designer, copywriter, and video production staff from conceptualization to final delivery. Anwer to Question 2>>>>>>>Only one person per expert position. As noted, express energy audits will be conducted 'when necessary.' The assignment requires to execute live demonstrations, making these audits relevant. Additionally, proven methodologies for express audits are readily available on the market and widely used across various projects. Answer to Question 3>>>>>>>Yes, it includes placement and/or any other outdoor visibility activity. Anwer to Question 4>>>>>>>Roles and functions are strictly defined in the ToR. Key Expert 1 serves as the Team Leader with highly specific tasks. While there may theoretically be similar qualification requirements across different roles, the actual responsibilities are clearly defined.
