The Regional Environmental Centre for the Caucasus (“REC Caucasus”) as operational partner is involved in implementation of the Global Environmental Facility (GEF) financed Project “Achieving Land Degradation Neutrality Targets of Georgia through Restoration and Sustainable Management of Degraded Pasturelands (“the Project”). GEF Implementing Agency for the Project is the Food and Agriculture Organization of the United Nations (FAO).

REC Caucasus is seeking for procurement of service contract to be concluded with an National Consultant to provide technical assistance within the framework of the Project and therefore makes the present announcement.

DURATION OF THE ASSIGNMENT:

• Assignment is envisaged to be carried out during the period from January 5, 2022 to February 20, 2022 (1,5 months).

TERMS OF REFERENCE:

• For details on the services to be provided (deliverables, qualification requirements etc.) please refer to the attached Terms of Reference – see attachment 1 – Terms of Reference to this announcement.

PARTICIPATION:

• Participation is open to legal entities participating individually.

SUBMISSION OF APPLICATION:
Interested candidates should submit signed application submission form (comprising of Cover Letter, Technical Part and Financial Part – in PDF format and all annexes) in a sealed envelope bearing only:

• the above address;
• name of authorized officer;
• the reference code of this tender procedure,
• i.e., Publication Reference: 027RECC/G/FAO-[BL-5650-03]-No.02-2022);
• the words “Not to be opened before the tender opening session”;
• the name of the tenderer.

The Tender Submission Form (technical and financial offers and supporting documentation) must be placed together in a sealed envelope.

EVALUATION:

• Evaluation will be made in accordance with the quality/price-based selection method per REC Caucasus procedures and rules. The best value for money will be established by weighing technical quality against price on an 80/20 basis.
• The quality of each technical offer will be evaluated in accordance with the award criteria and the associated weighting as detailed in the evaluation grid specified in the Terms of Reference.

NOTIFICATION OF AWARD AND SIGNATURE OF THE CONTRACT:

• Only successful applicant will be informed in writing that its application has been accepted. Before the REC Caucasus signs the contract with the successful applicant, the successful applicant must provide the legal entity file and the financial identification form. 
• Within 10 days of receipt of the contract already signed by the REC Caucasus, the selected applicant shall sign and date the contract and return it to the REC Caucasus.
• Failure of the selected applicant to comply with this requirement may constitute grounds for the annulment of the decision to award the contract. In such a case, the REC Caucasus may award the contract to another applicant or cancel the selection procedure.
• The other applicants will be informed on the outcomes of the selection process on their demand. In this case they will be informed by means of a standard letter.

• The deadline for submission of application: 28 December, 2022, 15:00 CET.
