Tender Description:

Tbilisi Hills Development and Construction LLC announces a tender on Detailed Design and Construction Documents for 4 Roadside Villas.

Company Background

  • Tbilisi Hills Golf & Residences is a new and unique residential real estate project in Georgia. A team of professionals, who have created a lot of modern and respectable residential compounds in different countries of Europe participated in its creation.
  • All nuances of the existing ecosystem and the terrain peculiarities were taken into account. The residential compound has a unique and original image: here the elegant landscape and thought-out comfortable infrastructure were combined. This allows residents of Tbilisi Hills to enjoy all the advantages of owning suburban real estate near the center of the capital.
  • This is a harmonious unity of the nature of Georgia and audacious architectural solutions. The amount invested so far is more than 33 million euros, which has been devoted to installing the necessary infrastructure for the golf course and the construction of communications. The total cost of the project will be 300 million euros!

  • Project Overview
  • The project site is located alongside the main road on the opposite side of Tbilisi Hills Head Office. The site follows the natural slope of the hill and the company aims to develop four modern, premium, luxury houses that will act as a showcase and guideline of the company’s vision for future residents.
  • Cadastral codes for these six land plots are as follows: 81.03.16.129, 81.03.16.128, 81.03.16.127, 81.03.16.126.

Project Goals

  • The scope aims to develop detailed architectural, landscape (land cutting and leveling, not tree planting and greenery), structural, and MEP designs for four private houses on a sloping site alongside the main road of Tbilisi Hills private residential compound, whereas four distinctive and unique designs that share the same identity and design characteristics shall be developed and adjusted considering the terrain and landscape of the corresponding land plots.
  • The design should include modern, two-story houses with a flat roof, well-adjusted to the site slope. Buildings should emphasize the amazing city view, incorporating a swimming pool in the backyard, terraces, and balconies overlooking Tbilisi.
  • The design should meet the requirements of the sales team:
  • The optimal building closed area should be up to 250 sq.m. excluding balconies and terraces. Clear ceiling height between the slabs should be a minimum of 3.4m to allow HVAC system installation (if decided by the future tenant. HVAC is not part of our construction and design scopes).
  • The materials for the façade should be premium quality, modern, weatherproof, and easy to maintain. They should complement the modern, minimalist aesthetics of the building design. Composite materials are preferable over natural, untreated, or porous materials. Façade design should incorporate locations for MEP aggregates and solutions to cover them from the naked eye.
  • The heating system should be on gas and floor-mounted radiators are preferred as they would allow seamless installation floor to floor-to-ceiling glazing. The heated floor must be considered for the first-floor and 2nd-floor bathroom/wet area. Also in all living areas that will be potentially tiled.
  • The building and materials used should comply with minimum energy efficiency requirements of Georgian law.
  • The house should have a minimum of 3 bedrooms and the spacious master bedroom should have a private bathroom and wardrobe. Additional common bathroom(s) and wardrobe(s) on the second floor must be arranged for other bedrooms. One bathroom must be arranged on the first floor. A swimming pool with a dedicated area must be considered, with a swimming pool technical room.
  • Part of the terraces must be covered with a roof for dining and fireplace areas. Parking area for 2 cars (preferably also covered with lightweight structure).
  • Considering the location’s panoramic views and surrounding nature, the incorporation of full-height glazing is preferable with sliding doors to terraces and balconies. The volume of glazing on different sides must take into account the direction and impact of the sun.
  • Façade and outdoor lighting must be included in the project. The project should incorporate landscaping elements that enhance the overall aesthetic and blend well with the surroundings.
  • Entrances and sidewalk areas between the road and the land plot borders (outside the property red lines) should be designed alongside these houses. The area should include additional parking spots and consider existing communications and manholes. The road surface is asphalt and the same asphalt layer must continue in the driveway, up to the red line of the land plot. The driveway inside the land plot borders can be arranged based on the landscape design. The asphalt should also extend to the outdoor parking areas, situated between the border of the land plot and the road. Walkways should be paved with asphalt layer, with concrete curbs separating from the land plot side and concrete drainage channel from the road size. The green planting should run alongside the fence, all around the land plot. An area should be dedicated to the greening from the street side if the space between the road and the land plot allows the arrangement of such, in addition to the pedestrian walkway. Floodlights should be arranged from the street side to accent the plants in the green fence.

Critical Remarks to Consider Before and During Planning

  • The designer should consider, that the final product will be a “white frame”, with main MEP connection points arranged inside the building, connected externally to all city networks. Landscape earth leveling will be finished, with an irrigation system and grass cover. A low, metal mesh fence has to be arranged around the land plot and the roadside area between the land plot and the main road constructed.
  • Landscape design as part of the scope doesn’t include plant selection, greenery design, natural pathways, etc. Earthworks and “vertical planning” for the site must be designed considering building, terraces, swimming pool, and MEP networks concerning the main road and site slope.
  • As MEP and structural projects should be integrated based on the architectural layouts, internal planning, and room division should contemplate finishing thicknesses, furniture, and equipment installation locations, and standard dimensions. Nonetheless, FFL and ceiling finishing levels must be properly considered for designing detailed MEP, façade drawings, and building openings.
  • The central heating system, radiators, and floor heating should be on a gas boiler. The HVAC system might be installed later by the owner. A clear space for installing aggregates should be designated and integrated in the design, so it is not visible from outside.
  • The drainage system of the houses and outside area shall be carefully designed to divert both rain and groundwater from the buildings including from terraces and balconies.
  • The designer shall consider design restrictions applied to all residential buildings of Tbilisi Hills Golf and Residences as well as the restrictions implied by the Master plan of the area.

Scope of Works

Concept Design Stage:

  • Three distinctive concept directions for the design of four buildings;
  • Written description of the concepts and design intents;
  • Site analysis and assessment, including geotechnical, geological, and hydrological surveys, topography, slope, and views;
  • Zoning and program for buildings and sites;
  • Conceptual architectural layouts for the four houses, including floor plans, elevations, and 3D visualizations.
  • Conceptual landscape design, and land leveling, including the placement of the swimming pool, terraces, and overall outdoor layout.
  • Concept master plan layout and placement of all buildings considering the landscape slope, main road, and views.
  • Material and color palette suggestions that align with the modern design concept, and material mood board.
  • Preliminary cost estimates by main components (volume and cost) for the construction of each house and associated landscape works.

Schematic Design Stage:

  • Written description of the project, based on the selected and approved concept designs
  • Revised architectural designs based on feedback and comments from the client on the concept design.
  • Schematic floor plans, elevations, building sections, and other necessary architectural drawings for each house.
  • Refinement of the landscape design, incorporating feedback and making necessary adjustments.
  • Specifications for materials, finishes, and fixtures that will be used in the construction.
  • Schematic structural design with related expertise;
  • The building interior, exterior, and site MEP system schematic drawings and line diagrams, including connections to existing main networks;
  • Material and opening schedules;
  • Computer-generated images (CGI) of the project, including side view renders and master plan renders;
  • Full set of city hall submission documents for construction permits
  • Updated more detailed cost estimation with materials volume and cost.

Detailed Design Stage:

  • Written description of the project detailed works, and installation/construction guidelines;
  • Site Plan Including walkways, parking, level elevations, and detailed sections.
  • Finalized designs, including comprehensive construction drawings and documentation, with installation detail drawings, etc.
    - Floor plans for all levels and roofs, showing the furniture and equipment layouts.
    - Reflected ceiling plans showing finishing and equipment installation on the exterior and main connection points for the interior spaces.
    - Floor finish plans for exterior areas, terraces, balconies, etc. with sections showing installation methodology, materials, and dimensions.
    - Exterior elevations, plus details elevations of entries and special areas.
    - Interior elevations showing main connection points of all communication networks (MEP).
    - Railing details and types for landscape, staircases, balconies, terraces, roofs, etc. Outline Ironmongery/hardware schedules for BOH areas;
    - Exterior staircase details, finishing, and specifications. Various scales;
    - Roofing details and specifications;
    - Transverse and longitudinal building sections, with detailed elevations.
    - Exterior wall sections, plans, finishing, and typical details.
    - Facade sections with dimensions and details (including installation).
    - Roof detailed sections, showing dimensions and materials and construction methodology.
    - Prepare further drawings, sections, and specifications as required to accurately describe building construction and finishing installation methodology and details.
    - Detailed area schedules.
    - Detailed landscape design plans, including vertical planning and earth leveling, hardscape elements.
    - Detailed material and equipment specification lists (incl in MS Excel table format, showing exact models from up-to-date catalogs and contact information of the suppliers);
    - Detailed Structural Drawings and specifications, including detailed BOQ with cost estimate (incl in MS Excel table format);
    - Detailed MEP (mechanical, electrical, plumbing) drawings and specifications, including BOQ with cost estimate (incl in MS Excel table format);
  • Detailed specifications for all architectural and landscape elements.
    - Window and exterior door schedule
    - Room data sheets on the entire building
    - Outline the Schedule of finishes for exterior areas.
  • Computer-generated images (CGI) of the project. Update to reflect final changes
  • Finalized BOQ for cost estimation for the construction of each house and associated landscape works, including MEP.

Target Deliverable Schedule:

Phases Schedule
I    Concept design development: 3 weeks
II   Schematic design development: 5 weeks
III   Detailed design development and Tender package: 7 weeks
IV  Authorial-Technical supervision:To ensure that the construction company complies with provided detailed design and documents. Commissioned separately by the Client


Client Feedback and Incorporation:

  • The client will provide feedback and comments on each submission stage within one week of receiving the deliverables.
  • The architectural and landscape design teams should incorporate the client's feedback and comments into the subsequent design stage.
  • Regular weekly communication and coordination meetings should be held to address any queries and ensure alignment with the client's vision.

Delivery Format:

  • Documents should be delivered in PDF and Open Format (DWG, BIM, and Excel).
  • Contract Length:
  • The overall contract length for the design of the detailed architecture and landscape projects will be 3 months.
  • The delivery stages should be subdivided as necessary to ensure efficient progress while maintaining design quality.
  • By following this scope of work, architectural companies can submit their proposals, and the selected firm will proceed with developing detailed architectural and landscape designs for the four houses,
  • incorporating client feedback at each stage.

Qualifications

The contractor must have the following qualifications:

  • Min 5 years  of experience in creating similar projects,- detailed architectural, landscape, structural, and MEP designs for private houses or residential buildings
  • A team of experienced and qualified personnel, including licensed engineers/designers
  • Access to the latest surveying equipment and technology

The tender proposal shall contain the following information:

  • Company name, identification code, legal and actual address, official e-mail;
  • Name of at least 2 (two) contact persons, indicating their contact telephone number, e-mail address, and position;
  • The price in the tender proposal should be included with all the taxes prescribed under the legislation of Georgia and taking into account all taxes related to the supply of the service
  • Companies portfolio, indicating project`s scope of works
  • 2 letters of recommendation regarding the previous created projects. (The recommender's contact information must be indicated.)
  • Price of service with indicated list of deliverables.

Proposal:

  • Tender documents shall be submitted no later than 22 December, 2023, at 18.00 (Georgian time).
  • Tender documents shall be submitted in hard copy (1 copy) and electronically (Flash drive).
  • Bidding documents shall be delivered in a sealed envelope at Tbilisi Hills head office and approved with a signature. 
  • A hard copy of the bidding documents shall be certified with the signature of the director of the company and the seal of the company (if any).
  • The proposal shall be valid for 150 calendar days from the date of submission.
