T24628 - Detailed Design and Construction Documents development for Infrastructure utilities of Mixed Use area project

Tender Description:

Tbilisi Hills Golf & Residences is the largest development project, which has no analogs on the Georgian market as it combines premium class residential properties and professional golf course. The territory is located in Village Teleti, Gardabani Municipality, close to Krtsanisi district, the south-east part of Tbilisi, and covers 331 ha. Tbilisi Hills going to build up to 380 private houses, 73 semi-detached houses, 20 units of 5-floor residential buildings with up to 800 apartments, and infrastructure objects. In addition, the company is developing infrastructure facility, such as roads, parking lots power grid and water supply lines. The total upcoming construction volume is above 300 mln USD.

Construction works are implemented under the management and supervision of Tbilisi Hills Development and Construction LLC. Only high-quality building materials and modern technology are used in construction, which ensures the success of the project. 

Project overview:

The project site is located alongside the main road on the opposite side. The site follows the natural slope of the hill and the company is building three blocks of flats and is designing one commercial building.

Project Goals:

  • The scope aims to develop detailed utilities, roads and parking design in accordance with attached scetch.
  • The design should be based on the established Tbilis Hills street design and harmonised EN or GOST standards system.
  • Together with this cover letter the Client provides the technical task and scope description.

Qualification of tenderers:

Tenderers shall be company with the proof record of minimum 3 years’ experience in a similar type of projects. 

The tender proposal for first stage shall contain the following information:

  • Company name, identification code, legal and actual address, official e-mail;
  • Name of at least 2 (two) contact persons, indicating their contact telephone number, e-mail address, and position within the company;
  • A certificate from the LEPL Revenue Service that bidder has fulfilled all obligations and has no debt to the state budget;
  • Payment terms, incl advance % if any
  • Price proposal should be cover full scope and should be shown seperatly for each stage.
  • Portfolio of already finalized projects
  • Copies or originals of Recommendation letters from two different clients issued over the past three years for past or ongoing projects to demonstrate the proved relevant performance of company in construction activity in last 3 years;
  • CV`s of specialists who will work on our project

All provided documentation should be in English

Necessary financial conditions for participation in the tender:

The legal entity participating in the tender shall have performed a similar type of service, from January 1, 2019, to the date of submission of the tender proposal, and the total cost of executed works shall be no less 500’000 GEL.

Critical Remarks to Consider Before and During Plannin:

  • Landscape design is not in the scope and the client will provide the vertical plan separately.
  • Designer should directly contact the Utilities owners GWP and Tbilisi Energy for the detailed task.

Client Feedback and Incorporation:

  • The client will provide feedback and comments on each submission stage within one week of receiving the deliverables.
  • The infrastructure design teams should incorporate the client's feedback and comments into the subsequent design stage.
  • Regular weekly communication and coordination meetings should be held to address any queries and ensure alignment with the client's vision.

Delivery Format:

Documents should be delivered in PDF and Open Format (DWG, BIM, and Excel).

Contract Length:

  • The overall contract length for the design of the detailed utilities and road projects will be 3 months.
  • The delivery stages should be subdivided as necessary to ensure efficient progress while maintaining design quality.
  • By following this scope of work, architectural companies can submit their proposals, and the selected firm will proceed with developing detailed architectural and landscape designs for the four houses, incorporating client feedback at each stage.

Proposal:

  • Tender documents shall be submitted no later than 29 November, 2024, at 18.00 (Georgian time).
  • Tender documents shall be submitted in hard copy (1 copy) 
  • Bidding documents shall be delivered in a sealed envelope at Tbilisi Hills head office and approved with a signature. 
  • A hard copy of the bidding documents shall be certified with the signature of the director of the company and the seal of the company (if any).
  • The proposal shall be valid for 150 calendar days from the date of submission.
