Tender Description:

The Danish Refugee Council (DRC) Georgia is seeking quotations from qualified local consultancy companies or institutions to deliverAcceleration Services for Start-up Social Entrepreneurs under the SEEDS project. The selected service provider will support five winning social enterprises (SEs) from the incubator phase to scale up their business models and improve sustainability, investment readiness, and access to funding.

Scope of Services:

The selected provider will be responsible for the delivery of a tailored Acceleration Program, consisting of:

• 5-day in-person Group Consultancy sessions with all five SE teams.
• 5 individual online sessions (1 per SE).
• Development of acceleration roadmaps for each SE.
• Submission of a final summary report outlining key results, lessons learned, and recommendations.

The methodology must be practical, participatory, and aligned with the Georgian legal, regulatory, and funding environment, with a focus on topics such as legal compliance, financial management, branding, and investment readiness.

Period of Implementation:

• Start Date: April 17, 2025
• End Date: May 8, 2025
• Final Submission Deadline: May 13, 2025

Eligibility Criteria:

Interested companies or institutions must:

• Have documented experience in business development, acceleration, or incubation – preferably with social enterprises.
• Possess strong knowledge of Georgian legal and taxation frameworks relevant to SEs.
• Demonstrate capacity in investment readiness, branding, pitching, and access to funding opportunities.
• Have qualified staff with excellent mentoring and facilitation skills.

Application Package Must Include:

• Completed DRC Bid Forms (Annex A.1 – Technical Bid, Annex A.2 – Financial Bid)
• Technical Proposal with methodology, timeline, human resources, and deliverables
• Detailed Budget in EUR (excluding VAT)
• CVs of team members/trainers/mentors
• Company registration certificate
• ID copies of the company owner and director
• At least 2 recommendation letters or references
• Signed and stamped DRC General Conditions of Contract (Annex B)
• Signed and stamped DRC Supplier Code of Conduct (Annex C)
• Completed Supplier Profile and Registration Form (Annex D)

Incomplete or late submissions will not be considered.

Evaluation Method:

Quotations will be evaluated on a combined technical and financial basis. A minimum average technical score of 5 (out of 10) is required to qualify for financial evaluation. Interviews may be conducted with shortlisted candidates.
