Tender Description:

The Danish Refugee Council (DRC), founded in Denmark in 1956, is one of the leading non-profit, independent organizations focused on refugee rights.

To interested institutions/companies registered in Georgia. (Request for Proposal No #PR_00370876)

As part of its operations, DRC is seeking a qualified service provider for the digitalization of existing training materials developed by the Ultra-Poor Graduation (UPG) Knowledge Hub. 

The purpose of this service is to digitize the Ultra-Poor Graduation (UPG) learning modules and related training materials. The transformation will result in interactive, self-paced digital resources designed for the e-learning platform. The digitalized content will include videos, infographics, quizzes,

and other interactive tools to enhance accessibility, support continuous professional development, and strengthen training delivery for stakeholders engaged in poverty alleviation.

Additional Information:

1. Regarding the requirement for Node.js, NestJS, and PostgreSQL

The technologies listed in the ToR (Node.js, NestJS, PostgreSQL, Angular) refer to the architecture of the potential e-learning platform onto which the developed modules will be integrated.

The service provider is not required to develop the platform itself.

What is required is that:

  • all digitalized materials (videos, slides, infographics, quizzes, SCORM packages, if used)
  • must be fully compatible with the potential platform which will be created afterwards.

Therefore:

Producing SCORM-compliant modules in Articulate Rise is acceptable,

as long as:

  • the materials are delivered in formats that can be uploaded and embedded into the platform, and
  • the structure follows the approved scripts and design standards.

No additional backend or database development is expected from the bidder.

2. Regarding the learning materials and language

All core learning materials — the 10 UPG modules, presentations, handbooks, and content (~500 pages) — have already been fully developed.

The assignment consists of:

  • adapting these materials for digital learning,
  • developing the scripts based on provided outlines,
  • producing multimedia (videos, infographics, voiceovers, quizzes),
  • digitalizing assessments and certificates.
  • No additional content development or rewriting is expected beyond what is required for adaptation into digital formats.

Regarding language:

Yes, the final digitalized modules must be delivered in the Georgian language, including voiceovers, on-screen text, and user-facing materials.

3. Regarding the 21 videos

The ToR requires the production of 21 educational videos, but it does not prescribe a specific format.

Therefore:

  • Animated videos (motion graphics) are fully acceptable.

The service provider may use animation, illustrated storytelling, screen-based narration, or mixed formats.

Live-action filming with trainers is not required unless the bidder proposes it as part of their creative approach.

Regarding duration:

The ToR does not prescribe video length;

Therefore:

  • The bidder may propose recommended durations.

Short educational segments (e.g., 3–5 minutes) are consistent with good e-learning practice and are acceptable.

Final duration will be confirmed during the script approval stage with the Knowledge Hub management.
