Tender Description:

Georgian Water and Power Ltd (GWP, ID 203826002) announces an electronic tender for: Procurement of Manhole Covers – 1 Lot. 

1.1 Description of service / work (technical assignment), quantity / volume of the procurement object:

The aim of the tender is to  identify company(s) who will supply with the items with fixing prices during 1 (one) year (negotiable with automatic extension for one more year with the same term).

The delivery will be performed partially upon each request by positions and quantities. 

Approximate annual Quantity and specification  of the requested Manhole Covers are given in Annex N1 and in the technical assingment.

In order to exclude any definition, “Georgian Water and Power” note that the indicative total volume is one and its indication can not be interpreted in any case as an obligation of “Georgian Water and Power” to purchase goods/services in an indicative total volume. The indicative total volume does not represent the exact volume of goods/services to be purchased during the term of the contract in case of signing the contract, the volume of goods/services actually purchased may differ significantly (be more or less) from the indicative total volume, in such case: (a) the tenderer guarantees that he will not claim damages on this basis and declares his refusal to claim any kind of damages/losses on this basis, (b) This circumstance cannot be the basis for the termination of the contract of “Georgian Water and Poweror the request to change the contractual conditions by the person participating in the tender. By participating in the tender, the tender participant agrees to these terms and has no claims against them. 

Note: In case of problems arising after the installation of the selected manhole covers (noise, inappropriate rubber wear, deformation, etc.), the winning company is obliged to conduct an on-site visit to examine the problem. In the event that the problem is caused by a factory defect in the goods, and not due to incorrect operating conditions, the selected company is obliged to resolve the problem as soon as possible - replace and/or repair the manhole covers.

1.3 Estimation:

The bidder must submit the estimates according to Annex N1 in Excel format and in PDF format.

Note: The participant can take part in the tender with all position and/or partially by positions. 

1.4 Form and place of delivery of goods:

Note: In some cases, the buyer reserves the right to request the delivery of the goods to a location different from the specified address. 

1.5 Payment terms:

Payment will be made by consignment, with non-cash payment within 30 (thirty) calendar days after receiving the goods and signing of the relevant acceptance certificate and / or relevant documents.  

Note: The prepayment may be requested only under bank guarantee no more than 40% of total approx. annual price. 

1.6 Data to be uploaded / submitted by the bidder in the electronic tender:

• Commercial offer - Price table (in accordance with Annex N1);
• Proposals photo, detailed drawing, technical datasheets; 
• List and pictures or drawings of similar constructions made during the last 2 years.
• Information on the materials used Quality certificates issued by the relevant authorities.
• Consent to these tender conditions, for which a signed tender application must be submitted;
• Confirmation of the purchase agreement terms and conditions (signing the draft version, whichi is given as an attached file);
• Extract from the Register of Entrepreneurs and Non-Entrepreneurial (Non-Commercial) Legal Entities, which must be issued after the announcement of this electronic tender;
• In case of participation of foreign companies, the relevant document confirming the signature of the person involved in the procurement process must be attached:
  - (a)A recent company extract from the national business registry or equivalent authority in your country of residence;
  - (b)A notarized and valid power of attorney granting signing authority;
  - (c)A board or shareholders’ resolution confirming the appointment and powers;
  - (d)If applicable, any other document that can confirm the appropriate authority;

Please ensure that the documents are duly signed and, if applicable, notarized and translated into English.

•  Video material for closing the frame-lid of the pit is desirable.

Note: If necessary, under buyer’s request,  the bidder should be able to provide a sample of the proposed option free of charge – no later than 14 calendar days after closing the tender, which will be returned after the selection process is completed.

1.7 Warranty conditions:

• The warranty period of the goods is defined as no less than 10 (ten) years.

Note:

• All documents and / or information created by the bidder uploaded in the electronic tender must be signed by an authorized person (if necessary, a power of attorney must be uploaded);
• All documents and / or information created by the bidder must be confirmed by the electronic signature of the authorized person or the electronic stamp of the company.
• If the bidder is a foreign enterprise that is not registered in Georgia, bidder can send the bid via e-mail, which is indicated in the contact information of this tender documentation.
• Also, if some technical problem will arise, during bid submission on tender site, the bidder can send a proposal on the e-mail specified in the tender documents. We would like to state that the proposal must be submitted by e-mail no later than 16:00 on November 21^th, 2025

1.8 Signing a contract:

Within the framework of this e-tender, a single contract will be concluded in accordance with the draft contract and the tender proposal attached to this tender (negotiable with automatic extension for one more year with the same term).

1.9 Other requirements:

• At the time of submission of the proposal, the bidder should not be:
  • in the process of bankruptcy;
  • In the process of liquidation;
  • In a state of temporary suspension of activities.
• Presentation of prices is allowed only in the national currency of Georgia (GEL). Prices should include all costs and taxes (including VAT) provided by this tender.
• The bid submitted by the bidder must be valid for 60 (sixty) calendar days from the date of receipt of bids.
• The Procurer (Georgian Water and Power LLC (GWP, JSC 203826002) reserves the right to set the deadline for the tender, change the terms of the tender, notify the tender participants in a timely manner, or terminate the tender at any stage. 

The Procurer (Georgian Water and Power Ltd (GWP, ID 203826002)) will identify the winning supplier to the Tender Commission and notify all participating companies of the decision. The Purchaser (Georgian Water and Power Ltd (GWP, ID 203826002)) is not obliged to provide the participating company with a verbal or written explanation of any decision regarding the competition.

The Purchaser (Georgian Water and Power LLC (GWP, ID 203826002)) reserves the right to verify any information received from the Bidders, as well as to obtain information about the Bidder Company or its activities. If it is proved that the information provided by the bidder is not true or falsified, the bidder will be disqualified.
