Tender Description:
Tbilisi Hills Golf & Residences is the largest development project, which has no analogs on the Georgian market as it combines premium class residential properties and professional golf course. The territory is located in Village Teleti, Gardabani Municipality, close to Krtsanisi district, the south-east part of Tbilisi, and covers 331 ha. Tbilisi Hills going to build up to 380 private houses, 73 semi-detached houses, 20 units of 5-floor residential buildings with up to 800 apartments, and infrastructure object, In addition, the company is developing infrastructure facility, such as roads (24km), parking area, power grid and water/sewage/irrigation supply networks. The total upcoming construction volume is above 300 mln USD. Development is going sector by sector and as of now company has already developed 10% from residential area.
1. Overview & Context:
This scope covers the continuation and completion of the interior design for the new office building at Tbilisi Hills.
A previous designer initiated the redesign and a fixed layout with partitions has already been constructed on site. These existing divisions are to be treated as the starting point for the project but may be modified or partially reconfigured where necessary to achieve a better functional and aesthetic result.
During the process, the Client also concluded that less dedicated office space is required for in-house staff. Accordingly, the part of the first floor will now be developed as a co-working space, accessible both to Tbilisi Hills employees and external users, while the remaining areas will serve the company’s own offices and support spaces.
The appointed Interior Designer is expected to:
- Review and assess the existing built layout and partitions;
- Propose optimized space planning solutions (with reasonable modifications to existing partitions, where justified);
- Develop two alternative interior design concepts for the office and co-working interiors, from which one concept will be selected and taken into full development.
2. Project Scope:
The scope includes complete interior design services for:
- Company office areas (workspaces and support rooms);
- First-floor co-working space;
- Common and circulation areas (lobbies, corridors, reception as applicable);
- Coordination of interior design with existing and/or planned MEP systems.
3. Functional Requirements:
Unless adjusted in agreement with the Client during concept development, the design must accommodate at least the following functions (within the existing or slightly revised layout):
1. Kitchen / Staff Dining
- Serve staff from both new and old offices.
- Minimum two tables with four chairs each.
- Appliances: fridge, dishwasher, sink, microwave, with outlets/connection points for water dispenser and electric kettle.
- Adequate storage cupboards for dishes and dry kitchen supplies.
2. Office for Project Managers and MEP Manager
- Workstations for 6 people.
3. Architecture Team Office
- Workstations for 5 people.
4. Procurement and Cost Estimation Office
- Workstations for 5 people.
5. Large Meeting Rooms
- Two meeting rooms, each accommodating 10 people.
- Integrated AV capabilities.
6. MEP Engineers Office
- Workstations for 4 people (electrical, mechanical, plumbing).
7. Individual Offices
- Office for Construction Director.
- Office for Chief Architect.
8. DCC / Assistant Area
- Separate dedicated space located close to the Construction Director’s office.
9. First-Floor Co-Working Space
- Flexible open workspace (hot desks / shared desks).
- A mix of collaborative and quieter work zones.
- Support elements (e.g. small focus rooms/phone booths, informal meeting points, coffee point) to be proposed by the designer.
- Reception/check-in solution and storage/lockers as needed, to be defined with the Client.
- The Interior Designer may reallocate areas and adjust partition layouts to better respond to the updated program, provided changes are discussed and approved by the Client.
4. Deliverables:
1. Conceptual Design Phase
Two (2) alternative interior design concepts for the entire project (offices + co-working + common areas), each including:
- Refined space planning based on the current built layout, indicating any proposed modifications to existing partitions;
- Zoning and adjacency diagrams for office and co-working functions;
- Mood boards, color and material palettes;
- Preliminary furniture layouts and key FF&E directions.
High-level narrative explaining the design idea, user experience, and how the concept responds to reduced in-house office space needs and the introduction of a first-floor co-working environment.
Following Client feedback, one concept will be selected for further development.
2. Design Development Phase
- Detailed floor plans and reflected ceiling plans for all areas.
- Interior elevations and key sections.
- Finalized furniture layouts (including workstation types and counts).
- Selection and specification of furniture, fixtures and equipment (FF&E); materials and finishes (walls, floors, ceilings, joinery, etc.); lighting fixtures and basic acoustic treatments.
- 3D visualizations (renders) of key spaces: reception/main entrance, typical office area, co-working area, one large meeting room, and kitchen.
3. Documentation Phase
- Construction drawings for implementation, including plans, elevations, and sections required for fit-out; detailed drawings for custom furniture, joinery, and built-ins.
- Schedules for finishes, doors, furniture, and lighting.
- Coordination drawings with MEP and structural systems.
- If required, basic support for permitting documentation (format to be agreed with Client).
4. MEP Coordination / Design Support
(to be coordinated with the Client’s MEP consultant.)
- Review of existing/planned MEP installations in relation to the new interior layout.
- Input on HVAC and ventilation distribution, electrical power and data points, lighting design, and plumbing requirements for kitchen and any additional wet areas.
- Coordination to ensure a seamless integration of MEP with ceilings, partitions, and furniture.
5. Design Criteria:
1. Aesthetics
- Contemporary, professional, and welcoming design language.
- Visual distinction yet cohesion between company offices and the co-working area.
- Preference for sustainable, durable, and eco-friendly materials where feasible.
2. Functionality
- Efficient space utilization acknowledging reduced dedicated office headcount.
- Ergonomic workstations and meeting environments.
- Adequate storage solutions integrated into the design.
- Flexible spaces that can adapt to future changes (e.g. rebalancing co-working vs. in-house use).
3. Technology Integration
- Integration of AV systems in meeting rooms and selected co-working zones.
- Provision for power and data throughout work areas, including co-working desks and informal seating.
- Readiness for smart office solutions (lighting, climate control, access and security) as defined by the Client.
4. Comfort & Well-Being
- Maximized natural light usage and high-quality artificial lighting.
- Appropriate acoustic control between offices, co-working zones, and meeting rooms.
- Comfortable, inviting, and collaborative environments that support productivity and informal interaction.
6. Responsibilities of the Interior Designer
1. Consultation & Communication
- Conduct site visits to review existing constructed partitions and conditions.
- Hold regular coordination meetings (online or in person) with the Client.
- Present design concepts and key milestones clearly (drawings, renders, presentations).
2. Coordination
- Ensure compatibility of the interior design with structural and MEP systems.
- Coordinate with Client’s consultants, contractors, and suppliers as required.
3. Budget Management
- Provide an itemized BoQ and/or cost estimate based on the agreed design.
- Propose alternative materials or solutions where necessary to remain within budget.
4. Quality Control
- Review shop drawings and material samples as requested.
- Assist in addressing design-related issues during construction.
- Provide guidance during site inspections related to the interior design.
7. Indicative Timeline:
(Exact dates to be agreed upon contract signing.)
- Conceptual Design (2 concepts): 2 weeks
- Design Development (selected concept): 4 weeks
- Documentation: 4 weeks
- Final Handover (including incorporation of Client comments): 1 week
The tender proposal shall contain the following information:
- Company name, identification code, legal and actual address, official e-mail;
- Name of at least 2 (two) contact persons, indicating their contact telephone number, e-mail address, and position within the company;
- A certificate from the LEPL Revenue Service that bidder has fulfilled all obligations and has no debt to the state budget;
- Payment terms, incl advance % if any
- Timeline based on deliverable stages, If participant doesn’t agree above stated timeline
- Price proposal for all requested stages. (Price breakdown)
- A list of earlier performed projects with the brief description of provided services, indication of total price;
- Copies or originals of Recommendation letters from two different clients issued over the past three years.
- Information/CV/Portfolio of key personnel who will be involved in design process.
All provided documentation should be in English
Proposal:
- Tender documents shall be submitted no later than 3 of December, 2025, at 18.00 (Georgian time)
- Tender documents shall be submitted in hard copy (1 copy) and electronically (hard disc).
- Tender documents shall be delivered in a sealed envelope and approved with a signature at Tbilisi Hills head office.
- A hard copy of the bidding documents shall be certified with the signature of the director of the company and the seal of the company (if any).
- The proposal shall be valid and binding for Contractor for 180 calendar days from the date of submission.
