Tender Description:

This bidding project, Phase 1 of the Modified Asphalt Surface Layer Project under Contract Section 2 of the Georgia North-South Corridor Highway undertaken by China Railway 23rd Bureau Group Georgia Branch, meets all requirements for subcontracting tendering with construction funds secured. The project is now subject to public bidding, and qualification review will be conducted through post-qualification assessment.

2. Project Overview and Scope of Tendering

• Project Name: Phase I Modified Asphalt Surface Layer Construction Project for Section 2 of the Georgia North-South Corridor Highway.
• Construction Funding Status: The construction funds have been secured
• The scope of the tender includes, but is not limited to: completing all works required for Phase 1 of the Modified Asphalt Surface Layer Project under Section 2 of the Georgia North-South Corridor Highway Project (including asphalt concrete paving and geodetic surveying), such as procurement, transportation, paving, and compaction of asphalt concrete; construction surveying and layout; inspection and acceptance of the subgrade; as well as all related tasks including coordination testing, on-site civilized construction practices, safety measures, and environmental protection requirements.
• Project Quality: Construction shall be carried out strictly in accordance with the construction drawings and specifications, complying with all applicable Georgian national (or industry) standards as well as the quality requirements set by the project owner, supervising authority, and design institute. The winning bidder must ensure project quality; failure to do so will require the bidder to undertake free repairs and compensate for any losses incurred by the tenderer.
• Schedule Requirements: The project must meet or exceed the milestone schedule set by the owner or tenderer, provisionally set at 15 calendar days. The planned commencement date is July 15,2026, and the planned completion date is July 31,2026 (the actual commencement date shall be subject to instructions issued by the project department). Under no circumstances shall the schedule be extended.
• Construction Site: Alaghit Village, Dusheti City, Georgia (project site).

3. Qualification Requirements for Bidders

• The bidder shall be registered in Georgia, possess independent legal person status and a valid business license; meet the subcontractor qualification requirements specified by the tenderer, and have sufficient personnel, equipment, and financial resources to undertake the construction of this project.
• Bidders must possess a Grade I professional contracting qualification for highway pavement engineering and a valid work safety license, or equivalent qualification certification issued by Georgia.
• The bidder must have at least two recent projects involving similar asphalt pavement paving for highways (both domestic and international) and shall provide relevant supporting documents.
• The bidder shall possess an asphalt mixing plant (with a production capacity exceeding 1,200 tons per day) or a reliable and stable supply of asphalt (with daily supply meeting the requirement of over 1,200 tons per day), along with complete road construction equipment such as pavers and rollers, demonstrating adequate construction capabilities.
• The financial condition is sound, with no significant debt risks.
• Credit Requirements: No history of serious legal violations, major tax offenses, wage arrears to workers, or being listed as a dishonest judgment debtor.
• This project does not accept consortium bids, nor does it permit engineering subcontracting or unauthorized subcontracting. However, the winning bidder is allowed to procure asphalt mixtures from third parties and shall assume full responsibility for the quality of the purchased materials.

4. Obtaining the Tender Documents

• All potential bidders interested in participating in the tender are requested to log in to the Georgia Electronic Procurement System (tenders.ge) from the date of this announcement until the bid submission deadline, check the project they wish to bid for, complete online registration, download the electronic tender documents, and access other relevant materials online.

5. Submission of Tender Documents

• The deadline for submission of tender documents (hereinafter referred to as the bid submission deadline) is 10:00 AM on July 2, 2026.

6. On-site inspection

The tenderer shall not organize on-site inspections; these shall be conducted solely by the bidders themselves.
