Tender Description:

SUBJECT: Solicitation Number 19GG8021Q0047 Digital Radio Upgrade for US Embassy Tbilisi. 

The Embassy of the United States of America invites you to submit a quotation for Digital Radio Upgrade for US Embassy Tbilisi. The project includes a solution to upgrade existing analog radio network to a UHF digital platform. 

The Embassy intends to conduct a pre-quotation conference at the site, and all prospective offerors who have received a solicitation package will be invited to attend. See Section 3 of the attached Request for Quotations (RFQ). 

Your quotation must be submitted in a sealed envelope marked "Quotation Enclosed" to the Procurement Office of US Embassy Tbilisi on 5:00pm on May 14, 2021. No quotations will be accepted after this time. 

In order for a quotation to be considered, you must also complete and submit the following:

• SF-1449 
• Section 1, Block 23
• Section 5, Representations and Certifications; 4. Additional information as required in Section 3.

Note: Public Law 115-232, also known as the John S. McCain National Defense Authorization Act (NDAA), requires representations regarding Covered Telecommunications Equipment and Services. To comply with this Public Law the Federal Acquisition Regulation (FAR) in FAR 4.2105 requires two provisions 52.204-24 & 52.204-26 and contract clause 52.204-25 in all procurement actions.

The successful offeror shall be registered in the SAM (System for Award Management) database https://www.sam.gov prior to contract award pursuant to FAR provision 5.207. Therefore, prospective offerors are encouraged to register prior to the submittal of their proposal. The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract based on initial offers, without 

holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
