Tender Description:
The German Federal Ministry for Economic Cooperation and Development (BMZ) GCF and SDC hascommissioned us to implement the above project We intend to award a contract to a locally registered company or consortium for the following service:
Provision of Integrated Urban Development Documents for Batumi Urban Lab. Please see the attachedTerms of Reference (Annex 1) for detailed information.
The offer shall be submitted in English.
Offers submitted after the submission deadline will not be considered. Bids must be submitted in GEL(national currency), bids in other currencies will not be accepted.
Please consider that, since May 2013 according to the Art. 172, para. 5 of the Tax Code of Georgia GIZ enjoystax exemption. (VAT, excise duty, import tax). Thus, the offered price should not include the given taxes, and this should be indicated in the offer
Please submit your tender no later than 28.11.2024 17:00 o’clock to the following address:

Details of our submission requirements are explained in this letter and in the requirements for application included with the procurement documents. Please note that this is an ‘open procedure’ and that there will therefore be no negotiations.
Bids are to be submitted using the two-envelope procedure; i.e. we request that you submit the prices offer and technical offer (including Proof of eligibility) in two separate, sealed envelopes. Bids must be duly signed and stamped (if available).
Deadline for submission of questions: 28.11.2024 17:00.
Please raise any commercial, technical or procedural questions promptly, and no later than the deadline forsubmission of queries specified on above. Questions can only be submitted electronically, using tender platforms either tenders.ge or etenders.ge. The Questions & Answers module is available to all interested parties. Non-compliance may result in your tender not being considered.
Our requirements for application and other procurement documents, which are listed in the annex below, also apply.
In case of violation of the rules, your offer cannot be discussed.
The evaluation of the offers is scheduled to be completed by 06.12.2024. We will then contact only the selected candidate as soon as possible.
General scheme of bid evaluation:
- The offers received will be evaluated according to both prices and content.
- After the technical evaluation (cf. Assessment Grid, Annex 2), the price offers of the bidders who have presented acceptable technical offers will be opened and evaluated.
- The expenses that are made in accordance with the Terms of Reference must be clearly and detailed shown in the price offer.
In the final overall assessment, the technical offer has a weighting of 70%, the price offer of 30%.
After that, the bidders are given a ranking number based on the evaluation results. Contract negotiationswill be initiated with the candidate with the best scores. If the negotiations are unsuccessful, negotiations will be conducted with the candidate in 2nd place.
Assessment Grid for the Technical Evaluation of Bids:
- The technical offers should respond to the information given in Annex 1 (Terms of Reference). The technical offer may not include any price information.
- Criteria for the evaluation of technical offer are divided according to the predetermined weight coefficient. (See Annex 2).
General Conditions of Contract
Please familiarize yourself with General Terms and Conditions of Contract (Annex 3). In the event of an award of contract, they will become an integral part of the contract.

The Company/consortium must provide proof of average annual turnover for the last three financial years; average number of staff; and proof of reference project according to the provided annex (See Annex 5)

Please advise, whether the title and the content table of the proposal is to be included in the 10 pages limit of the proposal?
The 10-page limitation applies only to the content and text; the title page and table of contents are excluded from this calculation.
We consider to have several short term experts and the composition of the team might vary depending on work package tasks, however the number will not exceed 5 short term experts per work package, as well as total number of days envisaged per ToR. Please advise whether this is possible?
The proposal should include a maximum of five experts in the short-term expert pool. These experts will be assessed by and work closely with the SUD team throughout the project to facilitate effective project management. Additionally proposed members cannot be considered in the assessment of the bids, even if the contractor may sub-contract additional team members based on their needs.
Please advise, whether it is possible to attach a work plan as a separate sheet, considering the volume of information of the plan might not fit into the requested number of pages of the proposal.
The workplan should be part of the proposal which should not exceed 10 pages, ensuring fairness for all bidders. A more detailed workplan can be attached as an annex for additional information but will not be part of the evaluation.
The number of days per expert for the short-term experts is 230. Does it pertain to each expert or to all short-term experts together?
• The 230 days allocated for the short-term experts represent a total calculation, not days per expert.
According to ToR the overall time of the contract should not exceed 18 months. Is there a possibility to extend the proposed 10 months timeline to 18 months?
• The timeline for the final deliverables should not extend beyond October 2025. An 18-month period has been envisaged as a buffer to account for unforeseen circumstances if any occur. This buffer does not imply that the contractors will be on hold during this whole period. They will be remunerated upon delivering the final deliverables, and the contract will conclude at that point.
Since there are page restrictions for the proposal, could we submit the experience of consortium members as a separate document, or must it be included within the main proposal?
A separate document would be okay
We as local company are considering involving a foreign expert for this project. Could you kindly clarify if this is permissible under the tender's terms and if there are any restrictions or specific conditions related to engaging foreign experts?
The expert proposed should meet the specified criteria, which are primarily geared toward Georgian experts as the project is seeking for local expertise. Therefore, proposing an international expert would not be advantageous for the bidder.
Could you please confirm whether the annual turnover requirement of EUR 104,000 can be met by combining the turnovers of consortium members, rather than by a single member alone?
Yes, the annual turnover can be combined by consortium members.
